Training requirement for 30 thousand pharmaceutical representatives. 30 thousand pharmaceutical representatives will not be able to work until the end of the year only if they do not enter the distance education program offered by Ankara Yıldırım Beyazıt University. The fee for the qualification training, which will last for three months, is one thousand liras. The university will generate income of more than 30 million liras. Pharmaceutical companies that start to invest this money will deduct the training costs from the employees' salaries. Representatives, whose official name is 'product promotion staff' (ÜTE), are uncomfortable with the obligation of only one university and the fact that they will be deducted from the money. On the other hand, companies will be able to unilaterally terminate the business of representatives who do not receive this certificate as of January 1, 2015, without compensation.
Within the scope of the 'Regulation on Promotion Activities of Medicinal Products for Human Use', which entered into force in 2011, it was decided to provide proficiency training to product promotion personnel in pharmaceuticals and to issue certificates. After the regulation, on July 24, 2013, a protocol was signed by the Turkish Medicines and Medical Devices Agency and Yıldırım Beyazıt University to provide this training. The University has been authorized as the only place in Turkey that does this. With the protocol, distance education and certificate will be given to pharmaceutical representatives. The last working date of the representatives who do not have an authorization certificate is December 2014.
It is the initiative of the university to plan and prepare the content of the trainings for the representatives. In addition, the university will receive the copyrights of the project on behalf of the Turkish Medicines and Medical Devices Agency. The program will take place through distance education and computer environment. Promotion staff who complete the training will take the proficiency exam. Those who do not win will not be able to work as of 2015.
Many pharmaceutical companies took action to put their employees in this training. Registrations are made and fees are paid. However, some of the companies informed their employees that the wages will be deducted from their salaries. Others stated that if the person quits the job within 4 years, which is the validity date of the certificates, the fee will be deducted from their account. Pharmaceutical representatives oppose this. Criticizing both the fee and the fact that only one university does this, the representatives said, “Being a single university increases the cost. Why aren't more universities doing this job? It is said that questions prepared for medical doctors will be asked in the exam. Those who do not pass the exam will have to take the second exam. 800 liras will be paid for this as well.” says. In the petitions sent by the Representative Solidarity Platform to the Ministry of Health, it is stated that the content of the exam is unclear.
Ministry of Health officials, on the other hand, emphasize that all universities were applied for the training in question, but Yıldırım Beyazıt University aspires to an organization with such broad participation. Yıldırım Beyazıt University makes the following statement on this issue on its official website: “According to the signed protocol; Yıldırım Beyazıt University will plan training for UTEs in 2014 terms in 4 and will present the trainings to UTEs and UTE candidates in the form of distance education. In the following years, UTE trainings will be continued at least twice a year. Product promotion staff authorization training will start in January 2.”
